Foreign Flags Banned From Congress In New Proposed Bill

Sen. Bernie Moreno (R-OH) has introduced legislation to ban foreign flags from Capitol grounds, arguing that only the American flag should be displayed inside the halls of Congress. The bill follows backlash over Ukrainian flags being waved during President Donald Trump’s recent speech.

Moreno’s proposal, called the “Allegiance Act,” would prohibit lawmakers from using taxpayer funds to purchase foreign flags and would bar their display in congressional buildings. The Ohio senator, who immigrated to the U.S. as a child, has been outspoken in his belief that lawmakers should focus solely on representing American citizens.

“I remember when I became a citizen, a Marine told me that we bow to one flag—America’s,” Moreno said. “It’s unacceptable for foreign flags to be displayed in the people’s Capitol.”

His bill comes as tensions between Washington and Kyiv escalate following a fiery exchange between Trump and Ukrainian President Volodymyr Zelensky. Zelensky’s meeting with Trump ended in his removal from the White House after he confronted the president and Vice President JD Vance. The fallout has resulted in a freeze on military aid to Ukraine and the suspension of a trade deal between the two nations.

Ahead of Trump’s address, Moreno handed out American flags to GOP senators in direct response to Democrats displaying Ukrainian flags. He called the foreign flag display “a disgrace” and said it was a reminder that some in Congress prioritize foreign nations over American citizens.

Moreno has been a staunch supporter of Trump’s second term, backing his nominees and working to advance policies that reinforce American sovereignty and economic priorities.
