
Ukrainian President Volodymyr Zelenskyy has refused an offer from the Trump administration that would have allowed the United States access to Ukraine’s mineral reserves in exchange for continued military support. The deal, introduced at the Munich Security Conference, was meant to compensate the US for billions in aid already sent to Ukraine.
Vice President JD Vance proposed that Ukraine provide US companies access to critical rare earth minerals, including lithium, graphite, and uranium, which are vital for defense and technology industries. In return, the Trump administration would ensure continued military assistance.
Zelenskyy blocked the agreement, stating that he did not allow his ministers to sign it because it failed to provide strong enough security guarantees for Ukraine. He has repeatedly emphasized that the US must remain fully committed to defending Ukraine against Russia.
The White House expressed disappointment over Zelenskyy’s refusal, with National Security Council Spokesman Brian Hughes calling the rejection “short-sighted.” Meanwhile, Zelenskyy warned that Russia is preparing for a potential attack on NATO, claiming that an invasion could take place this summer from Belarus.
Despite rejecting the offer, Ukraine is now drafting a counterproposal for the US. While the Trump administration has made it clear that future aid will come with conditions, Zelenskyy continues to insist on further military commitments from Washington.
