
Sen. Thomas Massie (R-KY) has announced he will not support the upcoming continuing resolution (CR) — warning that the bill will keep funding levels unchanged and provide more money for USAID despite its track record of fraud and abuse.
The fight over government spending intensified after the Supreme Court ruled that the Trump administration must continue funding USAID — despite its decision to cut off financing over revelations of waste and corruption. The Department of Government Efficiency (DOGE) found that the agency had been channeling taxpayer money into leftist NGOs and international propaganda operations — prompting the administration to pull its funding. However — in a move that angered conservatives — Chief Justice John Roberts and Justice Amy Coney Barrett joined the court’s liberal wing to block the funding cut.
I’ll vote against a clean CR that funds everything in 2025 at 2024 levels because:
1. @SpeakerJohnson isn’t following the provision in law that would have cut everything by 1% if the CR extended past April.
2. We should not fund the waste, fraud, and abuse that Doge has found.…

With the budget vote approaching — Massie is demanding changes to the spending bill — arguing that it should not maintain the same funding levels as last year. He took to X to outline his opposition — saying he will not support a CR that funds the government in 2025 at 2024 levels — especially given the ongoing waste that DOGE has uncovered.
In addition to cutting off USAID’s funding — Massie has pushed for a restructuring of the appropriations process — advocating for 12 separate spending bills rather than one broad resolution that continues past priorities. He has also criticized House Speaker Mike Johnson (R-LA) for failing to enforce a 1% spending reduction that was supposed to take effect if a CR extended past April.
