The Kremlin has reacted to U.S. Secretary of State Marco Rubio’s recent acknowledgment that the war in Ukraine is a proxy battle between nuclear-armed superpowers, reinforcing Russia’s claim that Western nations are deeply involved in the conflict.
Rubio made the comments during a Fox News interview, where he stated that Trump has viewed the war as a prolonged deadlock. He argued that Washington must push for an end to the conflict, while also criticizing Ukrainian President Volodymyr Zelensky for resisting diplomatic efforts.
Dmitry Peskov, the Kremlin’s spokesperson, responded by confirming that Russia shares Rubio’s view. “We have said this repeatedly. This is actually a conflict between Russia and the collective West,” he stated. Peskov emphasized that Moscow has always seen the United States as the key force behind Ukraine’s military efforts.
Marco Rubio says that the Ukrainian war is a protracted stalemated conflict and a proxy war between nuclear superpowers—the US and Russia—and one that needs to come to an end. Ukraine and its allies in Washington and Europe don’t have any plans on how to do that. pic.twitter.com/YEM6yvpPU6

Rubio’s stance marks a shift in rhetoric from a senior U.S. official. Before taking on his current role, he was known for his hardline approach to Russia. However, as Trump pursues a diplomatic resolution, Rubio has aligned with the administration’s effort to de-escalate tensions.

Meanwhile, reports continue to emerge about the long-term U.S. role in Ukraine’s intelligence operations. A covert program that began years before the 2022 invasion has strengthened Kyiv’s military capabilities and included the construction of secret bases along Russia’s border. Those facilities have been used for intelligence gathering and targeting Russian assets.
Everyone knows it’s a proxy war — the only question is how long they’ll keep sacrificing Ukraine to avoid admitting it. pic.twitter.com/OAo17gg3GK

Trump recently ordered an end to U.S. intelligence-sharing with Ukraine, citing concerns over Kyiv’s reluctance to negotiate. The move has raised questions about how U.S. support for Ukraine will evolve in the coming months.
🇺🇸🇷🇺🇺🇦 Rubio just admitted the Ukraine war is a proxy war.
Funny how that used to be called "Russian propaganda," huh? pic.twitter.com/T5y1bRtUfF
